Can I use a physical usb cable with an android tablet in regards to software?

Q. I want to purchase a mini usb to female usb converter so that the rubber usb cable can be plugged into the tablet. I need to know if anyone is familiar with the 7" media tablet running on the android os 2.0 if it will work.

How to get apps on an Android phone without a data plan?
Q. I don't have a data plan. First, is it possible to download an app to your computer and transfer it to your Android phone via a USB cable? Secondly if I have wi-fi in my house, can my phone use the internet by connecting to my own wi-fi? If I did this would I be charged with data? (I have t-mobile if it matters)
